Public works

Public works represent the works and the activities of the public benefit for the local communities , organized by the authorities of the local public administration, with the financial support from the budget of the local public administration of the Unemployment Fund and other means allocated according to the legislation (grants , investments, sponsorships for the development of the community).

The goal of the organization of the public works is to :

  • satisfy the requests of the territorial organizations and the budget institutions in the execution of the temporary activities;
  • attenuation of the economic and social consequences of the unemployment;
  • temporary employment of the unemployed persons;
  • employment of the persons, that are looking for a job for the first time and do not have any profession;
  • vocational reintegration of the persons, that have worked no more than a year and of those with pre -  pension age.

The public works are organized by the local public administration according to the stipulations of the article 85 from the Law nr. 123-XV from 18 March 2003 concerning the local public administration, article 22 from the Law nr.102-XV from 13 March 2003 concerning the employment and the social protection of the job-seekers, the Procedure of the involvement of the unemployed persons in the public works, approved by the Governmental Decision nr.1121 from 14 October 2004.

According to the Law nr.123 from 18 March 2003, the authorities of the local public administration are elaborating each year the local programs of the realization of the public works.

For the organization of the involvement of the unemployed persons to the public works, the following measures are taken:

  • Cooperation with the authorities of the local public administration in order to involve the unemployed persons to the public works;
  • signing of the contracts with the employers concerning the involvement of the unemployed persons to the public works;
  • informing of the job-seekers about the organization of the public works at the territorial level, about the conditions and the working mode, the payment and the facilities proposed to the unemployed persons that accept the participation at these works;
  • selection of the unemployed persons from those which requested a job and were distributed to the public works; 
  • organization of different measures that conducted to the increase of the efficiency of the public works (the job fairs, the informative seminars with the mayors and the unemployed persons, the information in mass - media).

According to the legislation in force, the unemployed persons, involved in public works, are given a monthly allocation from the Unemployment Fund in sum of 30% of the average salary in the economy for the last year, at the moment of stipulation, in proportion with the effectively working time.
