Division implementation of the employment policies

  Objectives of the division:

·        Application of the strategies in the field of the employment and vocational training;

·        Assurance of the realization of the national employment plans and coordination of the implementation of the territorial employment plans;

·        Prevention of the unemployment, improvement of the employment structures on the branches and geographical zones ;

·        Information of the population about the policies implemented on the labour market.

Attributions of the division:

·        Implements the state employment policies at national level, including for the vulnerable groups on the labor market, on the bases of the promotion of the active measures: labour mediation, vocational information and guidance, vocational training, involvement of the unemployed persons to the public works, stimulation of the mobility of the labour force, stimulation of the employers to employ the graduates from universities, giving the credits from the Unemployment Fund;

·        Cooperates with the ministries and interested departments, employers organizations, trade unions, authorities of local public administration and NGOs in order to elaborate and to assure the execution of the national, branch and territorial employment programs;

·        Coordinates the activities of the employment agencies concerning the labour mediation, vocational information and guidance, vocational training, organization of the job fairs and public works, cooperation with the economic agents.

·        Participates at the information of the population about the offer and demand of the labour force, the activity of the National Employment Agency concerning the implementation of the active measures on the labour force market;

·        Participates at the process of perfection of the normative acts concerning the employment and the social protection of the jobseekers;

·        Elaborates the rules and the instructions of regulation of the activity of the employment agencies concerning the services of the labour mediation, vocational information and guidance, vocational training, involvement of the unemployed to the public works, stimulation of the employers to employ the graduates from universities, giving of the credits from the Unemployment Fund;

·        Develops the cooperation with the authorities, organizations, institutions at the elaboration and realization of the active measures on the labour force market, including the vocational integration of the vulnerable groups on the labour market;

• Develops the relations of cooperation with the private employment agencies ;

·        Elaborates and proposes the programs of cooperation with international organizations; governmental and non-governmental institutions in the field of the labour force market and the social protection of the persons affected by the unemployment ;

·        Participates at the establishment of the external relations of cooperation and technical collaboration in the field of employment and social protection of the unemployed persons, on the bases of the agreements and / or international, intergovernmental and interministerial conventions, signed and ratified ;

·        Studies the advanced experience in the field of employment and social protection of the job – seekers in the different countries and proposes the implementation measures in the activity of the National Employment Agency and of the territorial agencies in order to increase the occupational rate of the population .
