Attributions

For the realisation of its objectives the National Employment Agency has the following attributions:

  • in the field of the employment policies:
    • elaboration of the proposals and participation at the realisation of the state policies concerning the employment at the national level, on the bases of the promotion of the active measures;
    • elaboration and ensuring of the execution, in common with interested ministries and departments, employers organisations, trade unions, authorities of local public administration and NGOs, of national, branch and territorial  employment programs;
    • proposal of practical recommendations and coordination of the activities of the agencies in the field of employment of the population, organization of the job fairs and of the public paid works, cooperation with the employers, learning of the technics of searching of the job by the job -seekers;
    • evidencing of the problems in front of the different categories of the population and proposal of the measures of the social protection and of increasing of the employment;

 

  • in the field of analyses and forecast of the labour force market:
    • reception, analyses and systematization of the information concerning the use of the labour force in all the aspects (territorial, branch) and on the bases of the respective data, in common with the research institutions, - elaboration of the forecasts regarding the evolution of the labour force market for the short, medium and long term;
    • organization, on the contract bases, of the scientific researches and sociological forecasts concerning the problems of employment, vocational training and social protection of the unemployed persons;
    • organization and coordination of the activity of the territorial agencies in the field of statistics and activity reports;

 

  • in the field of informatization of the labour force market:
    • organization, creation and maintainance of the activity of the national informational system of the labour force market and coordination of the creation of the local informational networks;
    • centralized ensuring with the technical equipment, technologies and advanced soft programs of the activities of the territorial agencies;
    • coordination of the activities of information of the population concerning the demand and the offer of the labour force market and cooperation with mass-media in order to promote the active measures on the labour force market;
    • ensuring of the publication of the booklets, brochures and other illustrative materials concerning the state policy on employment.

 

  • in the field of the legislation concerning the employment:
    • participation at the elaboration and perfection of the normative acts in the field of the employment and the social protection;
    • elaboration and approval of the intern normative acts concerning the mechanism of implementation of the legislation regarding the employment and the social protection;
    • elaboration and promotion of the methodical recommendations of increasing of employment rate and the reduction of the unemployment;
    • systematic analyses of the realization by the employers of the stipulations of the Law on employment and social protection of the job-seekers, other normative acts in the field.

 

  • in the field of the development of the social dialogue:
    • cooperation with the social partners at the elaboration of the policies on the labour market and ensuring of the transparence for the activities of the National Employment Agency;
    • ensuring of the organization of the seminars and common meetings with the social partners for the promotion of the active measures on the labour market, creation of the jobs and increased employment of the labour force;
    • ensuring of the necessary conditions for the activity of the Council of Administration of the National Employment Agency;
    • regular information of the social partners about the situation on the labour market and the measures undertaken to decrease the unemployment.

 

  • in the field of the vocational orientation and training:
    • organization of the services of vocational orientation and psychological support of the job-seekers;
    • organization of the consultations of vocational selection of the unemployed persons for the courses of vocational training;
    • coordination of the activity of the „Labour Club” within the territorial employment agencies;
    • cooperation with the Ministry of Education in the field of evaluation of the technico-material and methodical bases of the training institutions, with the suppliers of the vocational training services, in order to create the data base about the instructive and productive bases for vocational training of the unemployed persons;
    • cooperation with the Ministry of Education at the elaboration of the program of vocational training for the training courses of the unemployed persons in the field of the professions requested on the labour market , in correspondence with the actual and perspective demands of the labour market;
    • coordination of the activity of vocational training of the unemployed persons and their reintegration on the labour market;
    • correlation of the nomenclature of the professions proposed for the vocational training with the necessities of the labour market, for the vocational reconversion of the labour force;
    • signing of the contracts of cooperation with the suppliers of the services of vocational training of unemployed persons, according to the legislation in force.

 

  • in the field of administration of the Unemployment Fund:
    • elaboration of the project of the budget of the Unemployment Fund;
    • distribution of the financial means of the Unemployment Fund, approved by the annual law of the budget of the state social insurances and approval of the financing plans of the agencies;
    • financing of the measures of the social protection of the unemployed persons;
    • effectuation of analyses and forecast of the financial-economic indicators of the National Employment Agency and its territorial structures;
    • coordination of the financial-economic activity of the agencies;
    • book-keeping, presentation to the Ministry of Economy and Trade and the National House of Social Insurances of the report concerning the execution of the Unemployment Fund budget;
    • selection on the tender bases of the commercial bank for granting of the credits from the sources of the Unemployment Fund.

 

  • in the field of the passive social policies:
    • elaboration, promotion and perfection of the passive measures of the social protection of the unemployed persons;
    • formulation and presentation, in established mode, to the National House of Social Insurances, of information concerning the calculation of the contributions of the social insurances to the unemployment benefits;
    • organization and coordination of the activity of the agencies concerning the stipulation of the unemployment benefits;
    • realization of the control of the correct payments and in stipulated terms of the allowances, according to the legislation in force.

 

  • in the field of migration of the labour force:
    • examination of the applications of the physical and juridical persons regarding the employment of the foreign citizens;
    • elaboration of the decisions concerning the delivery, the prolongation and the cancellation of the work permits for foreign citizens and stateless persons;
    • ensuring of the accumulation, the storage, the dissemination and the change of information concerning the migration processes on the internal and external plan;
    • participation at the elaboration of the policy concerning the external migration of the labour force;
    • participation at the elaboration of the mechanisms of employment abroad of the citizens of the Republic of Moldova ;
    • signing of the bilateral agreements regarding the employment abroad of the citizens of the Republic of Moldova and mediation of their employment;
    • registration, in established mode, of the individual work contracts of the citizens of the Republic of Moldova , employed abroad;
    • realization and implementation of the bilateral and multilateral juridical instruments of cooperation with the international institutions in the field of migration of the labour force;
    • implementation, in cooperation with other state, international and non-governmental institutions of the projects of facilitating of voluntary repatriation of the citizens of the Republic of Moldova abroad and their reintegration on the labour market;
    • coordination of the activity of the private employment agencies regarding the employment of the citizens abroad;

 

  • in the field of international relations:
    • promotion of the programs and agreements of cooperation with the international organizations, governmental institutions and non-governmental organizations in the field of employment, vocational orientation and training and social protection of the job-seekers;
    • participation at the establishment of external relations of cooperation and technical cooperation in the field of employment and social protection of the job-seekers, on the bases of signed and ratified international, intergovernmental and inter-ministerial agreements and conventions;
    • study of the advanced international practices in the field of employment and social protection and their implementation in the activity of the National Employment Agency and the territorial agencies.
