Crediting

Returnable credits are given for the creation of the new jobs by the employers and for the organization of the business activity.

The selection of the credit projects is made on the bases of the tender of the business - plans.

The credits are given for the period of 3 years with the interest of 50 % of the basic rate of the National Bank, with a period of delay for 1 year for the projects concerning the production and the construction and 6 months for the projects of service sector.

The credits are given to the employers and the unemployed on the following conditions:

• a) to develop the activity in the production, construction, service or tourism sector,
• b) to guarantee the employment in the proportion of at least 50 % of the new jobs the persons, registered at the employment agency.
• c) to keep the working relation at least 3 years.

The beneficiaries of the credits with the advantageous interest from the Unemployment Fund are:

• a) small and middle enterprises;
• b) associations of farmers;
• c) unemployed persons, that are registered at the territorial employment agencies and oblige themselves to make business activity.
• small enterprise is considered an enterprise, which has a number of 10 to 50 employees per year, and the annual sum of sales constitutes till 10 million lei (Law nr.112-XIII from 20.05.1994 concerning the support of the small business).
• middle enterprise is considered an enterprise, which has more than 50 employees per year, and the annual sum of sales constitutes more than 10 millions lei;
• associations of farmers are  non – commercial organizations with the rights of juridical person, created on the bases of the constitution contracts, which activate according to the legislation and their charter (Law nr.1352-XIV from 13 November 2000 on farmsteads);
• Unemployed persons are the job-seekers that are registered at the employment agencies according to the stipulations of the Procedure of registration and solution of job requests and unemployment benefit, approved by the Governmental Decision  nr. 862 from 14 July 2003.

Services of consulting and assistance of the business activity

Consulting and assistance for the maintenance of the business activity is proposed on the request to the unemployed persons, in form of juridical, financial, marketing services, efficient methods and technics  and other forms of consulting.

These services are offered by the specialists of the territorial employment agencies in cooperation with the employers organizations and trade unions and, depending on the case, by the private agencies, professional organizations, foundations and associations.
