Vocational training-
active measure of stimulation of the job-seekers
Vocational training constitutes a very important step in the continuous training process of staff in the national economy and has as an objective the permanent training of the persons, temporary affected by the unemployment, uncompetitive on the labour market, through the graduation of a training course according to the legislation in force .
National Employment Agency organizesfree-of-charge courses of vocational training (qualification, re-qualification and perfection). This way the jobseekers are given the possibility to obtain some theoretical and practical knowledge, specific for a profession, increasing this way their chances to be employed . In the same time, in order to train and to support the jobseekers, are organized the training courses for the creation of the individual enterprises or the initiation of some business activity.
The courses of vocational training of the unemployed persons are organized by the National Employment Agency through the intermediary of :
educational institutions of the Ministry of Education and Youth;
educational institutions and training centers of other ministries and departments, employers organizations and trade unions;
economic agents with state and private property;
civil and commercial societies, non-governmental organizations, authorized according to the law.
Objectives of the vocational training:
facilitation of social integration of the unemployed persons in the concordance with their professional aspirations and with the necessities of the labour market;
preparation of the human resources capable to contribute to the increase of the competitiveness of the labour force;
actualization of the knowledge and perfection of the vocational training in basic occupation, as well as in the similar occupations ;
change of qualification, determined by the economic restructuring, the social mobility or the modifications of the work capacity ;
study of some advanced knowledge, modern methods and procedures, necessary for the fulfillment of the service tasks .
Training courses, organized by the National Employment Agency, are proposed for:
jobseekers, registered at the territorial employment agencies, from the age of 16 years, which have or do not have a profession and can not be employed because of the lack of corresponding jobs;
graduates of the boarding schools, children orphans, children without parent care or under custody, children from the families with many children, children from the families with single parent, as well as the victims of the traffic of human beings, persons with the handicap of III degree, veterans of all the categories and persons, released from prisons or other institutions of social rehabilitation;
persons, registered at the agencies, which want to learn another profession;
persons, registered at the agencies, which want to receive some advanced professional competences .
Necessary acts to be directed to the courses of vocational training
identity card;
education documents;
labour card (for the persons with previous work experience);
medical certificate and the results of the individual professional consultation.
Conditions and the way of organization:
To the courses of vocational training are admitted the persons, which graduated the gymnasium, secondary school of general education, lyceum or other studies, necessary for the respective course; to some simple professions are admitted the persons, which do not have the gymnasium studies, but have the minimum knowledge, necessary for the learning of the respective activity .
The way of organization, the conditions of receiption and the duration of the vocational training depend on the chosen profession .
The organizational structure of the courses constitutes from: theoretical preparation and practical training. These two components are organized each day (in the morning or in the afternoon) during the whole week .
The theoretical courses are organized in the training rooms of the educational institutions on the basis of plans and teaching curricula, by the teaching staff with experience in the field .
The practical activity is focused on the training of the cadets within the economic agents of profile, and for some professions in the studios and laboratories of the training institution , equipped with the necessary equipment .
The content of the courses and the objectives of the practical activity are at the level of the modern requests .
The unemployed persons benefit from:
Courses free-of – charge, for each case of their registration as an unemployed, according to the legislation in force;
Unemployment benefit or allocation during the training, in case when they are registered with the right to the unemployment benefit or the allocation of vocational integration or re-integration ;
Payment for the transportation and habitation expenditures, for the persons, which study in another locality.
Forms of realization of vocational training:
qualification – ensemble of professional competencies, which permit to a person to develop the activities, specific for an occupation or profession;
re-qualification – obtaining of the specific competences for an occupation or a profession, different from previous experience ;
perfection – development of the professional competencies within the same qualification.
Obligations of the beneficiary of the vocational training:
to study the program of the vocational training, to respect and to fulfill strictly the requests, stipulated by the training institution;
to respect the internal rules of the training institution and to present to the Agency in term of one month the contract for the granting of the habitation.
For the absence at the courses more than 15% from the total number of the hours and / or for the poor progress at the training, the infringement of the internal rules of the training institution, the unemployed person may be excluded.
The excluded unemployed persons restitute to the agency the expenditures for the respective period of study (before the exclusion), with the exception of the argued reasons (death, sickness, pregnancy, change of the place of living, military service, employment, entrance.
